Established on 5 May 1949. Each year the Steering Committee on Social Policy, which consists of senior offricials from departments responsible for national social policies, recommends a study subject on a theme falling within its competence. Its 1991/92 programme dealt with "homelessness." However, it was decided from the beginning of this research, to focus a subsequent piece of research on the specific phenomenon of street children, which then became the 1992/93 coordinated research project. The report of this study was published in 1994: Street Children. Strasbourg: Council of Europe, 1994. 88pp.

Cultural Survival, founded in 1972, helps indigenous peoples and ethnic groups deal as equals in their relations with national and international societies. Cultural differences are inherent in humanity and protecting this human diversity enriches our common earth.Yet in the name of development and progress, indigenous peoples lose their lands and natural resources, thereby losing control over their lives. The consequences are often disease, destitution, and despair for them, and war and environmental damage for us all. Cultural Survival believes this destruction is not inevitable.
