Children of the Andes exists to rescue, protect and rehabilitate the street children of
Colombia. COTA's main operational partner is Fundación Niños de los

Established on 5 May 1949. Each year the Steering Committee on Social Policy, which consists of senior offricials from departments responsible for national social policies,
recommends a study subject on a theme falling within its competence. Its 1991/92 programme dealt with "homelessness." However, it was decided from the beginning of this research,
to focus a subsequent piece of research on the specific phenomenon of street children, which then became the 1992/93 coordinated research project. The report of this study was
